Narayan Sastry’s study of New Orleans residents displaced by Hurricane Katrina provides insight into this news story on probably recovery scenarios for Houston after Harvey. Sastry notes for Katrina victims: “Most of the displaced adults likely faced considerable economic and institutional barriers in being able to move back to the city.” For Houston, these include pace of infrastructure repairs and lack of rental housing as well victims’ financial constraints.
