Murphy explains why human service programs are reluctant to address transportation needs

“Though it’s widely acknowledged that transportation creates opportunity and hardship,” says Alexandra Murphy, it generally falls outside the scope of help given to the poor by human service agencies. She’ll be watching with interest a subsidized bus fare program initiated in the Seattle area in March 2015. The hope is that subsidized transportation will increase employment and other opportunities dependent on commuting for those who could otherwise not afford it.
