New census data indicate the fraction of uninsured Americans has dropped from 16% to 9%, with states that expanded their Medicaid programs under the ACA seeing the largest reductions in uninsured rates. Helen Levy says Medicaid expansion helps, but cannot overcome the impact of income on rates of health insurance coverage. Poor Americans have lower rates, Levy says, and “expanding Medicaid in Texas and Florida wouldn’t suddenly make them Vermont and Massachusetts.”
