According to newly released census data, Michigan was one of just three states to lose population from April 2010 to July 2011, declining by .08% to 9.88 million residents. The population of the U.S. increased by just 1% during the same period, to 311.6 million residents, which Robert Groves says is the lowest growth rate since before the baby boom started in 1946.
