Frey says using voting-age population for redistricting will ‘intensify a divisive cultural generation gap’

William Frey says a Supreme Court argument for substituting voting-age citizens for total population when drawing legislative districts discounts the significance of the nation’s demographic transformation, wherein about half of the nation’s non-voting-age population is made up of racial minorities, while 70% of voting-age citizens are white. Frey says: “Removing the racially diverse youth population from the apportionment calculation would intensify a divisive cultural generation gap that pervades politics and public attitudes in this country.”
