Frey says low turnover in House members related to lack of voter turnout among moderates

Of the 435 seats in the House of Representatives, only about 17 will face the potential for party change in the upcoming midterm elections. Some blame either gerrymandering or voter self-selection into red and blue districts for this lack of competitiveness for House seats. However, Bill Frey says the explanation is that most Americans are actually moderates — neither red nor blue. And moderates are less likely to vote than the dedicated partisans who create the neat red and blue voting blocs.
