Reynolds Farley says Detroit cannot emerge from bankruptcy if most residents are poor and jobs scarce. Detroit needs municipal income tax revenues to maintain itself. Given high unemployment and declining manufacturing jobs, says Farley, “my apprehension would be that after bankruptcy there still is too small a tax base to support the basic services that the city will need.”
