Bailey finds federal programs helped reduce births among poor women in the 1960s and 70s

Analyzing newly collected data on federal family planning programs that expanded during the 1960s and 70s, Martha Bailey found that access to these programs was associated with significant declines in childbearing, especially among young poor women. Bailey’s study will be published in the American Economics Journal.
