The University of Michigan (UM) will conduct statistical analysis in support of understanding the impact of criminal justice-based exclusions from the U.S. Small Business Administration?s Payment Protection Program that was adopted in response to the Covid-19 pandemic. UM will leverage confidential integrated micro data from the Criminal Justice Administrative Records System (CJARS) project linked at the individual level with tax filing information from the U.S. Treasury Department as well as demographic information from the U.S. Census Bureau. UM will produce all analysis consistent with that described in the attached document “PPP-COVID_Table_Shells_final.xlsx? subject to potential censoring as required in the U.S. Census Bureau?s disclosure review process to protect the confidentiality of the records. UM will produce a companion statistical brief describing the analysis and results. Both the completed statistical tables and statistical brief will be delivered in 4 weeks from the signing date of this contract barring any unforeseen delays from the federal government in processing disclosure review requests.
