Levy and Buchmueller say ACA subsidies will make health care system more fair and efficient

Helen Levy and Thomas Buchmueller look at how subsidies currently operate in employer-provided health care and how they will operate under the ACA. They conclude that “new subsidies introduced by the Affordable Care Act will substantially increase private insurance enrollment among working poor and middle-class families, who for too long have not been able to afford it. At the same time, changes to the tax exclusion for employer-sponsored insurance will reduce subsidies for those Americans who don’t need the[m].”
