Kruger says much looting after Philippines storm driven by need, not greed

In the wake of Typhoon Haiyan’s devastation of some cities in the Philippines, looters have taken what they wanted and needed from local stores. But most of this kind of behavior during natural disasters is not done by criminals, but by desperate residents, says Daniel Kruger. Instead of looting, he says, “a better term would be ‘foraging for resources’….There’s no infrastructure, no authority, and no regulation. Everyone fends for themselves.”
