DESCRIPTION:PSC’s Brown Bag seminar series typically convenes Mondays at noon, at ISR Thompson Room 1430, and on Zoom.Prabhat Barnwal from Michigan State joins us Sept. 22, 2025.Commitment, social enforcement and limits to formalizing informal risk-sharingAbstract: We study the role of commitment and social enforcement in risk sharing among households. We design a novel experiment to study how ex-ante commitments can help enhance risk pooling to mitigate idiosyncratic shocks, using the context of arsenic poisoning of groundwater in Bangladesh. In a field experiment con- ducted across 135 village communities in rural Bangladesh, we evaluate the impact of facilitating ex-ante commitments between household pairs to share safe water using a randomized controlled trial. In addition to the base treatment, we further add two treatments arms that include a notification to households about peer monitoring on these commitments, and the actual implementation of this monitoring, before and after arsenic testing. We document three main results. First, awareness of monitoring enhances rural households’ positive assortative matching in risk-sharing partners. Second, facilitating commitment moderately reduces arsenic consumption. Third, peer monitoring counteracts the effect of ex-ante commitments. We find these results are likely driven by several norm and behavior-based channels. Our findings imply the complexity of facilitating risk-sharing behaviors in the presence of norms and social incentives.Bio: Prof. Prabhat Barnwal is an Associate Professor of Economics at Michigan State University. His research lies at the intersection of development, environmental, and public economics, with a focus on how policies and technologies shape welfare outcomes in low- and middle-income countries.
